ECA publishes informative guides on DOE high-level waste interpretation

ECA has developed the following informational resources regarding the Department of Energy's (DOE) recent high-level waste (HLW) interpretation:
Especially in light of the absence of a permanent geological repository, ECA supports efforts by DOE to evaluate science- and risk-based waste management and disposal alternatives, provided a robust, meaningful stakeholder process is part of determining any path forward. ECA believes DOE’s HLW interpretation could speed up cleanup at several sites (Idaho, Hanford, and the Savannah River Site); develop a path forward for waste
stranded in interim storage and tanks; and potentially save billions of taxpayer dollars.
On October 10, 2018, the DOE issued the Federal Register Notice, Request for Public Comment on the U.S. Department of Energy Interpretation of High-Level Radioactive Waste, regarding its interpretation of the definition of the statutory term “high-level radioactive waste” as set forth in the Atomic Energy Act of 1954, as amended (AEA), and the Nuclear Waste Policy Act of
1982, as amended (NWPA). After a 90-day public comment period, on June 5, 2019, DOE issued The Supplemental Notice Concerning U.S. Department of Energy Interpretation of High-Level Radioactive Waste reiterating its interpretation of HLW that some reprocessing wastes
may be classified as not HLW (non-HLW) and may be disposed of in accordance with their radiological characteristics.”
