Observers in the land of Israel have found full sheaves of aviv barley. This means the next time the first crescent sliver of the new moon is sighted in Israel, we can announce the head of the new year (rosh hashanah). The rabbis say this takes place in the fall, but according to Yahweh, it takes place in the spring, after the aviv barley has been sighted.
Shemote (Exodus) 12:2-3
2 "This month shall be your beginning of months; it shall be the first month of the year to you."
The reason we wait until we have seen full sheaves of aviv barley before we announce the head of the year is that the Pesach (Passover) will comes 14 days after the head of the year; and then hanafat haomer (the wave sheaf offering) comes right after that. If the barley is not ripe enough to present to Yahweh at hanafat haomer, it not please Yahweh (which we want to avoid at all costs). The safest means of ensuring that we will be able to present Yahweh with aviv (edible) barley is to physically sight full sheaves of aviv barley before declaring the head of the year.
As we explain in The Torah Calendar (attached), now we wait for the sighting of the first crescent sliver of the new moon from the land of Israel. Once the first crescent sliver of the new moon is seen from the land of Israel, then we declare rosh chodesh, the head of the year. The Pesach comes 14 days after that.
Nothing is final until the first crescent sliver of the new moon is physically seen from the land of Israel, but I have put together a tentative chart (attached). I hope it helps.
