Elder Abuse Bytes - Policy Edition

NCEA Policy Domain
As one of the four domains defined in the Elder Justice Road Map, the Policy Domain of the NCEA strives to better understand, evaluate, and inform policy development to ensure public policy is better aligned with effective practices. Current and relevant data informs appropriate policy efforts; therefore, the NCEA is constantly seeking the most recent and accurate statistics regarding elder abuse. In this edition of the Elder Abuse Bytes E-Newsletter, we share efforts to improve elder abuse reporting as well as efforts to protect seniors and improve services. 

The NCEA is working with consulting partners to address the topics of guardianship and mandatory reporting. We look forward to sharing new resources as they are completed.

National Adult Maltreatment Reporting System (NAMRS)

In 2013 the US Department of Health & Human Services (HHS), the Administration for Community Living (ACL), in partnership with the Office of the Assistant Secretary for Planning and Evaluation (ASPE), began an effort to create and maintain consistent, accurate national data on the exploitation and abuse of older adults and adults with disabilities, as reported to APS agencies in all of the U.S. jurisdictions. This effort is well underway, and data from the pilot test is being analyzed. A final report from the pilot test will provide recommendations for the future NAMRS system. Read more…

Guardianship
The NCEA is pleased to collaborate with the American Bar Association (ABA) to identify strategies to improve responses to and policies regarding guardianship of older adults. The ABA has extensive resources regarding guardianship including laws and policies by state. Read more... 

FINRA Board Approves Rulemaking Item to Protect Seniors from Financial Exploitation
The Financial Industry Regulatory Authority (FINRA) recently announced that its Board of Governors approved a rulemaking item to protect seniors and other vulnerable adults from financial exploitation. This new rule allows firms to place temporary holds on disbursements of funds or securities of vulnerable adults where there is reasonable belief of financial exploitation.

Announcing Elder Justice AmeriCorps
At the end of September, the Department of Justice and the Corporation for National and Community Service announced “Elder Justice AmeriCorps.” This is a new grant program to provide legal assistance and support services to victims of elder abuse, neglect and exploitation and to promote pro bono capacity building in the field.
