Summary
Westchester County has enacted a new local law with regards to the use of #6 and #4 fuel grade oil in any stationary combustion installation in the County of Westchester. This new law prohibits the use of #6 oil on and after July 31st, 2018 and prohibits the use of #4 oil on and after July 31st, 2020.
Compliance
To comply with this new requirement, an application and plan by a New York State Professional Engineer may need to be filed with the Westchester County Department of Health Bureau of Environmental Quality. Additionally, an application to update the Petroleum Bulk Storage records must also be submitted to the Westchester County Department of Health Petroleum Bulk Storage Unit. This applies even if the equipment such as a boiler and burner is existing and to remain.
Various villages, cities, or towns within Westchester County (i.e. Yonkers or Mount Vernon) may require a work permit for changing the grade of fuel oil for existing equipment.
