Terrell Welcomes Mark Mills as Assistant City Manager

Mark Mills has been named Assistant City Manager for the City of Terrell effective November 20, 2023.

In this new capacity, Mills will oversee multiple departments, including housing, human resources, public services, utilities, and information technology operations.

“It is an honor to have been selected to be the City of Terrell’s Assistant City Manager. I look forward to the opportunity to serve this community for years to come,” said Mills.

Before joining the City of Terrell, Mills served as Budget and Research Director for the City of North Richland Hills from 2008 until 2017 when he was named Finance Director. In that role, he was responsible for financial administration, accounting, treasury, grant compliance, and serving on the executive team.

Prior to that position, Mills worked for the City of Carrollton from 2000 to 2008, supervising the City’s budget and providing management analysis.

During his tenure, Mills developed and monitored annual budgets, contributed to the privatization of solid waste services, and prepared the Parks Maintenance Division for the city's Managed Competition Program.
