GROVES — Groves City Hall was briefly locked down as a precaution after a technician with the water department went to a man's home Monday morning to turn off his water because of an overdue bill, according to City Manager Kevin Carruth. He says the worker became a bit concerned because the man was upset and the fact he was carrying a gun in a holster, which he was legally licensed to carry.

Carruth says although the doors to city hall were locked for about five minutes, customers were still able to take care of their business with the water department in the drive-thru lane.

An officer initially said the incident occurred at city hall, but it turned out to have occurred at the man's home. They say the man never threatened the worker, but the worker expressed concern because of the man's demeanor.
