Update on the Alternative Minimum Tax

As reported in the January CAGP eNews, implementation of the new Alternative Minimum Tax (AMT) regime had been delayed from its planned date of January 1, 2024 as the Federal Government considered feedback from consultations and deliberations they had received since new rules were released last spring. Once again, concerning for CAGP and our members were two provisions in the proposed changes that relate specifically to charitable giving:  a 50% reduction of the donation tax credit, and a 30% reduction in capital gains exemption for public security donations.

 

As we eagerly await possible news in the upcoming release of Budget 2024, we were pleased to see the following recommendation in the report from the Federal Standing Committee on Finance in their pre-budget consultation report: Before proceeding with the proposed changes to the Alternative Minimum Tax, determine the impact these changes will have on charitable revenues by conducting an independent economic and financial analysis.

 

We continue to be hopeful that government is listening to feedback received through the advocacy efforts of CAGP, Imagine Canada and others, and consider how to achieve their goals of greater tax fairness, without putting charitable donations at risk. Standby for more as Budget 2024 is released on April 16th.
