This week, President Biden released his FY 2024 budget proposal. This proposal will serve as the starting point for debate and negotiations over spending between the White House and Congress. You can read the proposal and learn more about spending proposals related to crime and public safety here. The House and
Senate hosted intelligence and law enforcement leaders for the annual worldwide threats hearing. The Office of the Director of National Intelligence released its Annual Threat Assessment and the Senate voted in a bipartisan manner to override the District of Columbia Council's rewrite of their criminal code. The Department of Justice (DOJ) announced that it will be conducting a review of the Memphis Police Department's use of force and de-escalation polices and a nationwide review of the use of specialized units. The DOJ also went public with its findings from a two-year investigation into the Louisville Police

Livermore police get simulator to help with deescalation
|
The Livermore Police Department recently added a simulator to help train its entire force. The department is using
VirTra, a virtual reality training simulator that is interactive. It gives officers an opportunity to learn how to make split-second decisions. The program measures reaction times to perceived threats when use of force is deployed.

Department of Justice Announces Review of Memphis Police Department's Use of Force and De-escalation Policies, and a Seperate Review of Specialized Units Across the Country The Department of Justice’s Office of Community Oriented Policing Services (COPS Office) announced it will be undertaking two reviews: one related to the Memphis Police Department (MPD) and one that will examine the use of specialized units within law enforcement.
First, the COPS Office, through its Collaborative Reform Initiative Technical Assistance Center (CRI-TAC), will conduct a review of certain policies and practices of the Memphis Police Department. Memphis Mayor Jim Strickland and Memphis Police Chief Cerelyn J. Davis requested this review, which will cover
policies, practices, training, data, and processes related to MPD’s use-of-force, de-escalation, and specialized units. At the conclusion of the review, the COPS Office will issue a public report outlining its findings and recommendations. The COPS Office’s CRI-TAC initiative is led and supported by nine
leading law enforcement stakeholder associations. CRI-TAC provides a wide array of technical assistance services using a “by the field, for the field” approach. Since its inception in 2017, the program has provided technical assistance for over 800 law enforcement engagements. Separate from the Memphis review, the
COPS Office will produce a guide for police chiefs and mayors across the country to help them assess the appropriateness of the use of specialized units as well as how to ensure necessary management and oversight of such units, including review of policies, tactics, training, supervision, accountability, and transparency.

Opportunities Open Now COPS Hiring Program (CHP) The 2023 COPS Hiring Program
is a competitive grant program designed to provide funds directly to law enforcement agencies to hire new or rehire existing career law enforcement officers to increase their community policing capacity and crime prevention efforts. All local, state, territorial, and tribal law enforcement agencies that have primary law enforcement authority are eligible to apply. Up to $224.5 million is available for this program. information on the 2023 COPS Hiring Program. Community Policing Development (CPD) – Implementing Crisis Intervention Teams (CIT) CPD is a competitive grant program designed to advance the practice of community policing by providing guidance on promising
practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities. The CPD – Implementing Crisis Intervention Teams solicitation will provide grants directly to state, local, tribal, and territorial law enforcement agencies for the creation or expansion of crisis intervention teams and to embed mental and behavioral health services with
law enforcement agencies so they can better respond to individuals in crisis in the community. Approximately $11.5 million is available for this program. Under the CPD – Microgrants solicitation, local, state, tribal, and territorial law enforcement agencies may propose demonstration or pilot projects that offer creative ideas to advance crime fighting, community
engagement, problem solving, or organizational changes to support community policing in one of the following areas: officer recruitment, retention, and workforce diversification; underserved populations; building trust and legitimacy with the community; hate crimes and domestic terrorism; and community violence intervention. DHS Releases FY 23 Targeted Violence and Terrorism Prevention Notice of Funding Opportunity The Department of Homeland Security (DHS) released the Fiscal Year 2023 Targeted Violence and Terrorism Prevention (TVTP) Grant Program Notice of Funding Opportunity (NOFO).
Administered by the DHS Center for Prevention Programs and Partnerships (CP3) and the Federal Emergency
Management Agency (FEMA), the TVTP Grant Program supports local communities in their efforts to prevent targeted violence and terrorism. CP3 provides $20 million in funding for projects run by state, local, tribal, and territorial government agencies, nonprofits, and universities. The applications are due to be submitted at Grants.gov on April 25, 2023. DHS will announce the FY23 TVTP Grant Program awards in September
2023.
The White House Office of Science and Technology Policy Publishes Request for Information on Criminal Justice Statistics The White House Office of Science and Technology Policy, in coordination with the Domestic Policy Council and the Bureau of Justice Statistics at the Department of Justice, published a Request for Information on
Criminal Justice Statistics. Through this RFI, they seek comments to help inform a report to the President on data collection, use, and transparency with respect to law enforcement activities.
