I stamped the background circles using the Water Color Shapes stamp set, onto a piece of Pool Party card stock. I then stamped and embossed the fish onto vellum with our standard ink pads, and clear embossing powder.

If you look closely at the card you will see some random squiggles - that is the glue. I decided to try and go with the flow- making the glue look like part of the design. - like water flowing and achieve the added bonus of gluing the vellum to the Pool Party layer. gluing Vellum to anything is always a little tricky

I think it turned out ok.
